I followed your short, sweet suggestion above.  Waited 10-12 mins while Win8 churned through updating the permissions on about 400,000 files/folders.  Went back to drive properties for the 1,000th time and I right clicked on my computer, went to "manage." Clicked on "disk management" on the left side. I can see it in devices (USB to ATA/ATAPI bridge) but i can't acces it. The formatting process took hours, but completed and assigned a letter to the drive.
